Inner Mongolia Rare Earth Functional Materials Innovation Center Co., Ltd. (hereinafter referred to as "Innovation Center") , established in December 26, 2017 by Baotou Rare Earth Research and Development Center of the Chinese Academy of Sciences, North China Rare Earth (Group) High-tech Co., Ltd., Baotou Rare Earth Research Institute and other 9 shareholders. The Innovation Center is a S&T Innovation Platform, aiming at implementing in-depth the State Plan "Made in China 2025", and following of “Instruction on Improving the manufacturing innovation system, promoting the construction of manufacturing innovation center” issued by Ministry of Industry and Information Technology [2016] 273.

     The Innovation Center take the management of general manager responsibility system under the leadership of the board of directors. It consists of five functional departments: Comprehensive Department, Finance Department, Project Department, Technology Promotion Department, and Talent &Technology Exchange Department. The main functions cover technology transfer, enterprise incubation, special research and development, decision consultation, intellectual property operation and personnel training etc.

     Basing on the great needs of the innovation and development in rare earth functional materials industry, the Innovation Center will focus on key generic technologies, large-scale industrialization technology, transfer and promotion of mature technology. The Innovation Center will makes full use of the existing innovative resources and carriers, completes the activities of each link of the innovation chain, and creates the common technologies and application fields of rare earth functional materials. The Innovation Center aims to upgrade the efficiency of research and development of high-end rare earth functional materials, and accelerate the breakthrough of key technical problems of rare earth functional materials in China.

     Based on all the industrial applications, the Innovation Center has become an effective adhesive for the overall development of the upstream and downstream industries. Based on improving the quality of the upstream industries, the Innovation Center is engaged to promote the development of the downstream applications, to find and foster advanced enterprises with strong innovation ability, and eliminate the structural contradictions between the upstream and downstream industries. The upgrading Innovation Chain is helpful for driving the promotion of transfer and upgrading of the whole rare earth industry, and strives to form a new driving force for the growth of rare earth industry.
